Station Pier: Melbourne's gateway under pressure

For generations, Station Pier was where Australia began

Opened as Railway Pier in 1854 (hence the name Station Pier), the Port Melbourne landmark carried gold seekers and settlers, welcomed servicemen home and became the first piece of Australia seen by generations of migrants and refugees.

From gateway to fishing pier?

There could hardly be a more potent symbol of what has happened at Station Pier.

On 14 September 2026, the Victorian Government announced that the historic Port Melbourne pier would open to the public seven days a week, giving visitors more opportunities to sightsee and fish when ships are not operating.

The same announcement declared that demand for Station Pier "remains strong". Melbourne recorded a record 129 cruise ship arrivals during the 2023-24 season.

The government now says 63 vessel visits are scheduled at Station Pier for the entire 2026-27 cruise season.

The ships that Melbourne lost

Ports Victoria increased its Station Pier passenger charge by 15 per cent, from $28.50 to $32. Carnival Australia subsequently announced Princess Cruises would stop home-porting in Melbourne for 2025-26 and Cunard would bypass Melbourne.

The consequence lost Melbourne about 70,000 passengers. Those passengers represented considerably more than heads walking down a gangway. Cruise visits generate spending on hotels, restaurants, transport, tours and retail, while cruise lines themselves purchase supplies, services and labour.

In 2023-24, cruise passengers, crew and cruise lines generated $3.59 billion in direct expenditure across Australia. Turnaround visits - where passengers begin or end their cruise - are particularly economically important.

That is why losing home-porting matters.

And then there was the Spirit of Tasmania

Station Pier had already suffered another enormous loss.

Spirit of Tasmania sailed from Port Melbourne for the final time in October 2022, ending 37 years at Station Pier and moving its Victorian terminal to Geelong.

That decision should not be conflated with the later cruise passenger fee increase. The ferry operator cited operational constraints at Station Pier and the requirements of its larger new ships among the reasons for moving.

But economically, the result for Port Melbourne was the same: another major passenger operation disappeared from the pier.

Station Pier once combined history with serious commercial purpose. Migrants arrived here. Ferries departed from here. Cruise passengers poured into Melbourne from here.

Today the government is spending money maintaining the historic structure while promoting expanded access for recreational fishing and sightseeing.

The uncomfortable question is how a pier with such an extraordinary location, history and tourism potential reached the point where fishing is becoming part of the government's good-news story while substantially fewer commercial vessels are scheduled to arrive.

The challenge for the Victorian Government is demonstrating that the economic opportunity that once surrounded it is still standing too.
